In my personal interpretation of the constitution, there is no direct provision of the establishment or creation of a new state. The only provision in this concern is for the re-delineation the territorial boundary of a Region or a State. However, if there is no choice, those provisions might also be interpreted as a permission of the creation of a new state within the territorial boundary of the union. I do not think it is a dangerous claim as long as it does not lead to a secession. Otherwise, it can be done, if it is to be done, only after making some changes in the constitution for this specific matter. — feeling thoughtful.
