Institutionalization

I have no option but to very reluctantly admit that institutionalization does not always work well to its fully extent in such a situation where most of the subjects especially the leading members are unconscientious with regard to the responsibilities assigned. However, unfortunately or anyway, I am still willing to put faint in it, and heartfeltly curious to know how to compensate for their liability as well.
