Problem or Condition

In a public policy process, recognizing a particular situation is quite important. If it is recognized as a PROBLEM then it would be solved or try to be solved. Otherwise it would be left just as a CONDITION. No solution would be sought.
.
As an NLD observer, Ko Aung Khant case is quite interesting. It seems to me that the executives and many NLD supporter assume it as an ordinary case of punishment for violating the rule governed. Academically, it seems to be a CONDITION for the NLD. (Daw Thet Thet Khine and U Kyaw Zaya cases can be taken as precedents, still party members but removed from the executive posts)
.
Is it really just a condition?
I don’t think so.
The situation vividly indicates that the existing rule and regulation does not support the youth-oriented policies of the party, and it could even create reluctancy for the potential membership of the talented youth. This situation could undermine the recruitment scheme if the party is expecting the participation of the youth elites from all walks of life.
.
To be continued ...
